If you beam down, you'll find yourself in the Gorge Bottom. When you approach the cave, answer "All right, we'll help" to begin Tourist Trap.

Visit both the Travel Agency and the Ruins where Clasko and your chocobos are to have Shinra install his CommSpheres (go up the ramp in the ruins until you see Shinra).
